How could they pin it on her if the name isn't right?

If the vehicle is registered to Jane Elizabeth Doe and is addressed to Jane Elizabeth Doe, your mother in law can legitimately say "I'm not Jane Elizabeth Doe". I don't see how the ticket could follow her. But then again, no form of government incompetence surprises me.
